Step #1
Go to your WordPress dashboard under Pages > Add New to add a new page.

Step #2
Select the Blog page template from the drop down menu under the Page Template section (Attributes) in the right hand column.

Step #3
Publish your page.

Step #4
To specify which category is shown on the Blog Page template, go to Appearance > News Theme Options in your WordPress dashboard and select it from the Blog Page Template section on the options page.
