Bullets not showing up in sidebar_left.php

Bullets not showing up in sidebar_left.php

In my left sidebar, I have two sections – one section “Categories” is successfully showing the little icon.png file, where as the second section “In the News” is only showing post titles, without the icon. How can I get the icon to appear for the second section? I pulled code from home.php page in order to get posts under a specific category to show up. The file is attached (renamed to .txt)
