Permissions

Yesterday I had several conversations regarding editing and how my changes were not taking affect.

It was discussed that it must be due to my permissions. Here in lies my next question, I have downloaded CoreFTP, but I have no idea where the grahic file is that I'm suppse to check for my permissions. Please someone tell me what I need to do?

There are Forum Rules that must be obeyed, so you purchase a Theme package. I just want answers on how to get this to work properly. I know, ignorance is no excuse...
