Create blog in directory of site to build it then when finished move to root?

Default Create blog in directory of site to build it then when finished move to root?
Is there a way to build the blog which I am doing in a directory on my site as I am doing at

http://surflook.com/surfpress/

then when finished move it into the root/ public_html directory for the domain name ( http://www.surflook.com ) ?

I do not think there is a way to work on this offlline much
