Default Disabling top navigation tab, but leaving submenus active

Hi, I want to disable or deactivate or freeze the click action on a top level navigation tab on this site: www.waaesd.org. Specifically the "Director's Office" tab, and then I will move that page content into a clickable sub tab. How do I accomplish this deactivation? thanks. jim
