Where in Wordpress Can I Change the Parent Directory Path

Maybe I explained this wrong in a previous post...

I need to remove these 2 folders from the directory path where I upload graphics: "homeinsp" and "victor" where do I go in wordpress to make this change?

/home/homeinsp/public_html/victor/wp-content/uploads/2008/12. Is its parent directory writable by the server?

Those 2 folders don't exist on the server where I moved the blog too after I customized it.

Any help is greatly appreciated.
