HELP SETTINGS DON'T SAVE IN 2.7

Okay so I've installed the "apture" plugin which is completely inconsequential to my issue. I pasted my token in the proper place and hit "update settings" and it did not take.

I tried to update my Featured Gallery size and hit "update" and it did not take.

For some reason my settings page isn't saving my settings.

Thoughts?
