Default Editor access to widgets?

Maybe this has come up before but I could not find the solution with "search""..

Is there a way to give users (editors) access to the widgets, without having to promote them to full administrators.

On a client website the homepage widgets use text that I would like to be editable for the users of the site. Or could I show the content of a single post in a widget?

Who can help me out...?
