Seek Developer .. not Designer

Hi there, I am not looking so much for a designer but more someone who can develop a page layout, if possible, please ..

this is what I would like to achieve

So I am able to present all the various category data in the same presentation and listing Featured articles etc

I know I am meant to look under the menu bar at theme customization but what I need is maybe more intricate than design work
