What Exactly is the Genesis Theme Framework

I'm not new to WordPress, but I'm new to advanced themes and all the functionality that goes with them. I've gone online and read everything I can about the
Genesis Theme Framework and I still can't wrap my brain around what it is.

Can I use the child theme without the framework? Do I have to install the framework and the theme. I just created my first StudioPress site using the Allure theme, and it had amazing capabilities, so I can't even imagine what else the framework could add?

Sorry, I know this question has probably been asked many times, but I just can't figure it out.
