Adding a second nav bar below main nav bar

Hi,

I'm curious if there's a simple way to add a 2nd nav bar below the main nav bar as seen in this agentpress website:

http://www.stroupecondoblog.com

This isn't my website but I like how they have that second nav bar and its something I may want to implement on my own site!

Any ideas?
