News-Ticker Plugin

hey guys i downloaded the News-Ticker pluggin to do a featured properties widget like they did on http://www.stroupecondoblog.com/ in the side bar. I activated it and it does not appear automatically in the widget area for me to choose. They provide this -

1. Upload news-ticker directory to the /wp-content/plugins/ directory.
2. Insert <?php if ( function_exists('insert_newsticker') ) { insert_newsticker(); } ?> into your template file.
3. Activate the plugin via the Plugins menu.
4. Configure options via the Settings > News-Ticker menu.

Could you please tell me where i need to insert that code to make it function in the widget section. THANKS FOR ALL THE HELP!!! Im learning at a pretty good pace.
