Menus Not in Alphabetic Order

Within the Wordpress page editor, it says "Pages are usually ordered alphabetically, but you can put a number above to change the order pages appear in."

I tried numbering a page after discovering it appeared out of alphabetic order but it still goes to the bottom of the list.

I would prefer for pages to order alphabetically automatically, but they don't seem to be doing this properly anymore.

Is this a Wordpress or theme issue and how do I fix it?
