Featured Content Gallery image background

I am trying to change the background color of the FCG from black to the dark blue color I have as the site background color. I like the opacity and text colors but if I have a image that is not 600x450 then the background behind it is black which I do not want. I hope that is a good explanation. Does anybody know where I can change this? Thanks
