News Theme Fatal Error

Hi

I have just tried to install News Theme and I have received the following fatal error:

Fatal error: Call to undefined function register_setting() in ...../public_html/wp-content/themes/news_10/tools/theme-options.php on line 56

The wordpress version is 2.9.2.

Any ideas how to fix?
