Move RSS Icon & "News Feed" from "TopNav Bar" to "ENews..."

Hi,

Would also like to move the RSS Icon and text "News Feed" from the "Top Navbar" down below the "SubNavBar" into the subheading opposite the Featured Content gallery in the same heading as "ENews & Updates" but aligned to the far right.

What .php file would I edit and what needs to be modified?
