Trying to change background colour

I changed the background colour in the CSS but it is still not changing - is the area where I can change the background colour in the following CSS section? I copied this from the tutorial.

#header {
background: #44A6BF;
width: 960px;
height: 100px;
margin: 0px auto 0px;
padding: 0px;
overflow: hidden;
}
