Comments not working

I have searched in existing forums but cannot find the answer to my comments not working. Comments are enabled in WP discussion settings and on the post (there is no option to enable posts in the executive theme options).

The link for leave a comment appears on a post, but then links to #respond which does nothing except make the date/author/comment link disappear.
