NetRoots Streamline Edition

Changed the template again. I had two ideas for adding the Canadian Parliament building

One was as a background to the footer and one as a static image at the bottom of the page.

Currently I've gone for the later. Would anyone mind checking to see if this makes for a long wait time for load?

I'm getting 2-6 seconds but others connections may vary.
