Creating a static Homepage (permanent comtent) plus posts

Hey,

Not sure if this is a stupid question. Oh wait, the only stupid question is the one NOT asked!

I want to have a static homepage. The top fold having info on the site that will always stay there, yet show the featured posts (which will change as new are added) under that fold.

How do you do that?
