Remove subnav bar

This started out general in the general discussion forum but when it started getting specific I figured I needed to move over here.

I'd like to remove the subnav bar in the Office theme. There are two sections in header.php that indicate you can delete them if you don't need the subnav bar. but when I delete them the subnav bar remains. I think it's just unclear what to delete but I'm not sure.
