Default Menu Tooltips Making Navigation Harder

This actually applies to many different themes.

When you hover over a menu, the tooltip appears with something like, "Show all posts in category Company." The problem is that this tooltip obscures a lot, for example the submenu. So if my menu is like so:

Company
About Us
Careers

By the time someone hovers over "About Us," the tooltip almost completely obscures it.

I know the tooltip is probably an accessibility feature, yet it actually makes the site much harder to navigate, for everybody. Yet I don't want to turn the tooltips off because I want to comply with accessibility guidelines (and I assume that this is required).

What to do?
