Header size and changing top nav bar

Hi,

I have two questions I could not find that had already been answered:

1. Can I make my header taller? Will I need to remove the bottom nav bar if I do?

2. Can the top bar (currently showing date and RSS feed) be used as the only nav bar and have drop downs? Does anyone know the research numbers on what the typical browser prefers - nav bar above the header image or below?
