Any suggestion to give the right answer to a prospective client?

Hello everybody,

I have received an email from a prospective client who would like to implement a kind of membership site where people can register *as supplier* providing some products and/or services and get charged each time a website visitor get as search result the product/services from the *registered supplier*.

He has also provided me this website link as quite close sample to what he wants to achieve:

This is the original email:

I have an idea for a web business aimed at a niche market, I intend to give it a good go and I am in the process of sorting out a domain name and business account. However I think it will be prudent to sub-contract out the web site based side of things to a specialist. I have looked at your portfolio and am considering your talents.

At this point in time it is in very early stages and I have a general idea on what the site needs (which I have listed below)

rough format of site needed....

Home web page with a drop box (for certain options) and a search box facility.

Supplier page with facility to register and enter form details (with anti-spam facility).

One of the form entries on supplier page forms needs to be the content searched for on the landing page.

If search result positive the supplier details pop-up/appear on the landing page for the searcher.

A limited number of free form entries for registered suppliers, after that each entry is chargeable via e–commerce paypal/credit card etc.

The available public /supplier viewing pages would only be around 5 or 6 possible pages, the ‘guts’ of the system is the searching of uploaded form entries.

For example…
If the site were for DVD’s (it’s not btw).
Supplier registers and gets 3 free entries for search listings and pays for say 10 more.
Joe public enters the title in the search box on the home page, then the suppliers contact details appear on that page as a search result (or more suppliers if there is more than one result).
If another registered supplier has logged in and searched then a few more entries appear in front of that registered user (not viewable to non-registered people)

Is this something that you could code/undertake and could you provide a very rough estimate on costs ?
a ballpark figure would be good enough at this point in time until the actual site nears fruition.
