Can I place Permanent TEXT in the Featured Content Area

Can I place Permanent TEXT in the Featured Content Area

Can someone tell me if I can strip out the Featured Content Photo Area and put TEXT in that area..... Another words I want to be able to put Welcome text to our site, rather than the Featured Gallery..
