Wp Structure Question Categories & Tags

I would like to offer the reader the option to search "event type in area".

I would also like them to be able to view posts about "event venue name".

So, I should set up "event type in area" as a category and tag posts with
"event venue name".

Correct?

I am not sure I understand the purpose of categories vs. tags.
