Add Theme Not Appearing in WordPress Account

When I try to add my Genesis theme to my WordPress account, the Add New Theme option does not appear. It's making me feel like a complete idiot who cannot follow instructions.

Has anyone else experienced this situation? Any feedback you can provide is greatly appreciated.
