Making Nav Bar Smaller Size

Hi - I wanted to shrink the size of the nav bar, which I found how to do from changing it from 35px to 25px which worked great. But then the buttons are still big so they hang below the nav bar now. I thought if I shrunk the navhov.gif to 25px that it would do the trick but it didn't. How can I get those buttons to shrink to 25px also?
