Considering Genesis with the Outreach or Prose child themes

I am a web designer with knowledge of html and css, but not PHP. I am learning about WordPress, and the Genesis framework has been highly recommended.

I am looking for a theme for a non-profit organization, and I am considering Outreach and Prose. I will need to make modifications on both of them. How flexible are they? Would I need to make a child theme to modify them, or would I make all the modifications in the dashboard?
