including a certain post

Under "homepage left" or "homepage right" where you can feature recent articles on the homepage from selected categories, I have a question.

One of the featured categories has a certain post that I want to always be included in the 3 featured posts. It is not a new post, in fact it is a few years old, but it is very important for the category, and information that new visitors are always looking for.

Is there a way where the three featured posts would be:

1. This important post from the past
2. The newest post
3. The second newest post

instead of the three newest posts?

I would appreciate any guidance on this.
