Most Important Seo Tag in Document Source?

In Genesis SEO Settings, there is a statement that says this:

Which text would you like to be wrapped in <h1> tags?
The <h1> tag is, arguably, the second most important SEO tag in the document source. Choose wisely.

If the title is just the second most important, what is the most important tag then?

Just curious.
