Newsletter

Hello - I have no clue what to do here. I have a client that I'ml using the Delicious theme with. She wants to create a newsletter on her site. In the admin editor window, she wants it to have different tables, color blocks, etc already preconfigured so that it is easy for her to drop in content. Then,upon publishing, it shows up exactly that way on a page on her site. And, it sends out an email that looks the same way, to a list of subscribers. Does anyone have a clue how to do this?
