Recommendations? - Taxonomy for Tags

Hi All,

I have a site that will require Tags to have a taxonomy like categories do. I.E., I need to be able to have Top Level (parent) Tags like Province, and then have BC, Alberta, Ontario etc as children under them.
I have seen many taxonomy managers in the plugin list but have never tried one. The client in question will be managing their own site so this needs to be a simple thing for them. If it had a similar UI to the WP category manager UI, that would be very cool.

Any suggestions?
