Pop-up Guy Plugin?

I have no idea what this is actually called, and I'm not even sure if it's a plugin, but I've got a client who would like an image to pop up on the screen and talk when someone visits the page. Something similar to this site: http://financialtaxservice.com/home

Has anyone ever added this to a site before, and if so, how is it accomplished? Thanks in advance!
