Default Inserting PHP code into the wp_list_comments area?

Hi,
Love the theme, it's infinitely flexible and fun to play around with! That said, I'm having trouble inserting code so it shows up within each already posted comment on a post. For example, I'm allowing any commenter to rate the post (simple x/5 stars thing), and I want the star rating for each prior comment to show up so future commenters can see it.

So say people have already commented on a post. I'd like the star rating each of them gave to show up in the listed comments, right after the commenter's (author's) name or comment meta. As far as I can tell, the place to insert that code is in the legacy.comments.php file, after the "<small class="commentmetadata"> call.

however no matter what I put in there - or anywhere within the file - it doesn't seem to change what I'm seeing on the production page. For that matter, if I go an delete the standard code (commentmetadata for example), even that change doesn't show up in production. (and yes, I'm saving/uploading the .php file after each change 8-) )

My guess is either:
1. I'm just not getting that wp_list_comments --> legacy.comments.php thing, and I'm either editing the wrong file or expecting the wrong behavior, or
2. I'm committing some outrageously boneheaded mistake with my overall setup (somehow caching the page, or something) and it's all my fault.

Before I go crazy with self-incrimination trying to figure out if it's #2, I was hoping someone could point out if it's really #1 and what I should be doing differently with the code.
