Article sign up for someone to receive?

So I have a client that e-mailed me an article that they want their customers to sign up to receive.

Specifically they said this:

"Also, there is an article that I want people to sign up for to receive. Not sure how to do that."

What needs to be setup for this or do they need to sign up for Constant Contact or Aweber? I haven't used those services but just a little aware of them. Any other solution?
