DEV Mode?

Trying to create a dev site for a client.

My question is how can I create the posts, pages, etc WITHOUT having it index and end up on the web?

In reality, I would move the dev site from a subdomain to the "real" domain using a cloner. But again, I don't want anything to index until I get it to the actual location.

Thoughts?
