Using Testing Server With Wordpress

Hi
I am new to wordpress. In the past I have tested my sites using dreamweaver on a local testing server, and then uploading the site once it is ready for public viewing. However, I am having difficulty setting this up using wordpress.
Does anyone else work this way using wordpress?
Is it possible?
