Add a paragraph & image before blog posts on blog page?

Is there any way for me to modify the blog page so that there is an image and introductory paragraph at the top that doesn't change?

My client writes:

Can we set up the blog page to look like an "ordinary" content page, with regular heading and picture? If so, please add an introductory paragraph after the regular heading referenced above:

"Robin's Ruminations is our blog, which we update regularly. Please do comment on the individual postings. If you'd like us to blog about a specific topic, just tell us about it, using the Contact Us form."

I don't know enough PHP to know how to modify page_blog.php.
