How to make Links Blue and Underlined

Hello,

I would like to know if there is a way to make text links blue and underlined? Currently I am using City Grey theme and the links come up as red and not underlined - they don't stand out much.

I have also tried manually just changing the text colour and underlining, but the WYSIWYG editor doesn't seem to like that and it doesn't work properly.
