Home Page Previous Next Links

I am using Streamline 3.0 and installed the WP-NAVI plugin to try and show Next links on the home page. This has produced the same effect as when I tried manually adding code for next and previous links - the same posts show now matter what page you are on.

http://www.toptenz.net is the same as http://www.toptenz.net/page/2

Please advise. I am not looking to use WP-NAVI but I thought that might help.
