what is the best way to create double-language website?

Default what is the best way to create double-language website?
Hello everyone,
there is 2 basic options, as I see it:
1. install WPML
2. create multisite
I read this topic http://www.studiopress.com/support/s...highlight=wpml and some others which push me to idea that one of the best ways is creating multisite http://codex.wordpress.org/Create_A_Network
Am I understand everything correctly, and is there can be any problem with Genesis template?
