Migrating WP.com site to hosted - URL conflict

I'm migrating a live wordpress.com blog to its own hosting solution. It's the first time I've migrated a live website (I've always done new launches in the past) and I've hit an issue.

The client can't afford any downtime, but I can't for the life of me get my head around a major problem.

I can't get into the backend to upload the theme and prepare the site for the switch over because the wp-admin login on the new site because trying to login to the wordpress.com site.

Is there something I'm missing?
