Gallery plugin... to display 4 rows & 4 columns of pics

So my first thought is to use Nextgen gallery to create a gallery of thumbnails that are 4 rows x 4 columns (16 images). Then use some sort of Lightbox effect plugin add-on.
However I am wondering what gallery out there may be better for this. I don't know these individual images in a slideshow, I purposely want them to be able to look through all of the images separately. Then click on each one to expand the size.

Is Nextgen still where its "at?"
