Default Menuing question - submenus & not having pages to create them?

I have a website with like 30 pages and they have now been categories into 4 different "buckets"... so when you do the drop down, these 4 different submenus will appear and the pages will spawn off of those. Do these 4 different submenus or categories (for the pages) need to be actual pages in order to build this tree? Or can you have like a "blank" submenu that it falls in there and you don't have to actually create the 4 pages to get this breakdown. I really don't think they are interested in having an actual WordPress page created for each of these 4 submenus.
