SEC Requirements for Cookie Free Pages/Posts

According to the SEC rules and regulations, the pages (or posts) where the Shareholder Reports will be placed on the site MUST BE cookie free. I'm guessing that I'll also need to post the XBRL reports on a cookie free page as well.

So...How do I make certain pages cookie free? I have not yet selected the theme for this site, however, I would think that instructions for making a page cookie free would apply to all of your themes...correct?
