Default pages on menus

Hello I have a question about drop down menus. I wish to have a tab that says help for home buyers. I want to avoid the tab from being a category since what will show up in the drop down will be pages not posts. I also want to avoid someone from clicking on the tab and having a blank page show up. If I have the page "help for home buyers" as the tab and also the first page on the drop down, will this be a duplicate content issue since the page is showing twice on the menu?

If so is there another way to create a menu tab for pages other than having identical pages? What if I create a category for the tab and then move pages beneath it on the menu? Will a category with no posts assigned to it be a problem?
