Hide or show "Leave a comment"

Ok this is getting fun. At Absotivelydogs.com I was able to hide the date, author, "leave a comment, and tags by using the <!-- comment tags, if you call those tags, in the index and archive php files. But what if I want people to be able to leave comments in one category but no others? Do I need a seperate template for that category? I want to have a category page just for pictures and art and be able to let people comment on the them.
