Email Sign up and Distribution

Hello SP
I was wondering if there is an email sign up and distribution list/system plugin that will enable to send out HTML emails to my users? I think we can capture emails but i haven't found anything that will let me communicate with my users on a regular basis. I appreciate any assistance?
