Question Using Genesis Framework for Client Work

I'm sorry for asking this, perhaps its a silly question. But I didn't find the answer in the FAQs and docs.
I'm thinking about developing themes based on the genesis framework. (So I bought the framework. I'm looking forward to developing my first child theme.)

Let's assume, this child theme is for one of my clients.
Does the client has to buy the genesis framework to own a license? The child theme definitely needs the framework as a parent, so how will it get on the client's server?

Another but similar case:
Let's say I want to sell themes based on genesis.
Those would be all child themes, right?
That is, the person who purchases my themes, has to buy the framework first.

I dont't think, you want me to give away the framework for free.
Or is it just that the client won't get any support? Not really....
